The US would still be barred from directly funding the PA due to legislation preventing such aid once Ramallah began advancing investigations against Israel in the International Criminal Court. However, if the reform is deemed sufficient by Washington, the US would be able to fund projects that directly benefit the PA.
There is currently an ongoing external audit attempting to determine whether the PA’s new program is really barring terrorists and their families from receiving public funds.
President Donald Trump signed the Taylor Force Act and cut off other funding to the Palestinians, both direct and indirect, during his first term. President Joe Biden tried restoring funding indirectly, evading the Taylor Force Act, leading to a lawsuit by Rep. Ronny Jackson (R-TX) and the America First legal foundation.
